Cao Baijuan was born in Nanjing, Jiangsu Province in April 1954. Graduated from Shanghai International Studies University (now Shanghai International Studies University) in 1975, majoring in German, and worked in the International Liaison Department for a long time.
In 2009, Shanghai International Studies University celebrated its 60th anniversary. As an alumnus, Cao Baijuan returned to Shanghai to have an exchange meeting with German teachers and students. Cao Baijuan recalled his college life. He said: "There should be three problems to be solved in college. First, study hard. Second, deal with interpersonal relationships. In addition, we should establish correct political beliefs, outlook on life and values." Referring to his life experience, he said that when he graduated from university, his goal was to become the best translator in China. To this end, he did a lot of exercises and read a lot of books. According to public information, Cao Baijun worked in the International Liaison Department of the CPC Central Committee from 1975 to 1982, and was responsible for the business of this department and German-speaking countries in Europe. In 1982, he won a scholarship from the Adenauer Foundation in Germany, and studied in the Institute of Political Science of the University of Heidelberg, Germany. The instructor was Klaus von Baimer; After returning to China in 1985, he served as the director of the German Department of the International Liaison Department of the CPC Central Committee; During this period, I participated in the reception of famous German politicians visiting China, such as johannes rau, La Fontaine, Scharping, Birna, Barr and others, and served as the chief translator. In 1992, he went to UCLA for short-term study.
From November 1992 to August 1993, he served as the director of the Planning Commission of Shanghai Pudong New Area Government.
