The main tasks of this plenary session are: under the guidance of Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, comprehensively implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, sum up the work of discipline inspection and supervision in 2021, and deploy tasks in 2022. I. Work Review in 2021
2021 is a landmark year in the history of the party and the country. The CPC Central Committee with the Supreme Leader as the core unites and leads the whole party and people of all nationalities in China, solemnly celebrates the centenary of the founding of the Communist Party of China (CPC), successfully convenes the Sixth Plenary Session of the 19th CPC Central Committee, formulates the third historical resolution of the Party, comprehensively summarizes the great achievements and historical experience of the Party’s struggle in the past century, carries out study and education on the Party history, wins the tough battle against poverty as scheduled, builds a well-off society in an all-round way, realizes the first centenary goal, starts a new journey of building a socialist modernized country in an all-round way and marching towards the second centenary goal, and the Party and the country. Insist on arming the mind, guiding practice and promoting work with the latest achievements of Marxism in China. Seriously organize and carry out the study and education of party history. Throughout the year, we should study the history of the Party, the history of New China, the history of reform and opening up, and the history of socialist development, educate and guide discipline inspection and supervision cadres to learn the history of understanding, learning history to enhance their trust, learning history to respect morality, and learning history to practice, enhance their historical self-confidence, practice their struggle skills, and grasp the work rules. Leading comrades of the Central Commission for Discipline Inspection took the lead in making special party class reports, profoundly summed up the historical experience of the party’s discipline construction and work style construction, and deeply explained the duty and mission of the discipline inspection and supervision organs in the new era to serve the development of the party and the country. Edit Excerpts from the Supreme Leader’s Discussion on Upholding and Perfecting the Supervision System of the Party and the State, and Centennial Chronicle of the Construction of a Clean and Honest Party Style in the Communist Party of China (CPC), hold a series of lectures on "Learning and Inheriting the Great Spirit", carry out the glorious traditional education of the discipline inspection and supervision organs, do a good job in the selection and commendation of "Two Excellent and One First" and the awarding of the commemorative badge of "Glory in the 50th Anniversary of the Party", and create a strong atmosphere to celebrate the centenary of the founding of the Party.

Strengthen the political supervision of Party committees (leading groups) in fulfilling their main responsibilities of managing the Party. Focusing on strengthening the "four consciousnesses", strengthening the "four self-confidences" and achieving the "two maintenances", we will implement the Party’s theory, line, principles and policies, implement the Party Central Committee’s major decision-making arrangements on grasping the new development stage, implementing the new development concept, building a new development pattern, and promoting high-quality development, and pay close attention to political supervision, ensure that the whole party keeps pace and safeguard the party’s unity and unity. Focus on analyzing and judging the situation of adhering to the party’s overall leadership, strengthening the party’s political construction, implementing the people-centered development thought, practicing loyalty to the party, and serious political life within the party, conducting regular supervision and inspection, and finding and solving problems in time.
Correct the political deviation in implementing the principles, policies and work arrangements of the CPC Central Committee. Strengthen supervision over the implementation of major strategic tasks in the 14 th Five-Year Plan and focus on solving the problems of responsibility and style in implementation. Focusing on key tasks such as strengthening the country’s strategic scientific and technological strength, enhancing the independent and controllable ability of the industrial chain supply chain, persisting in expanding the domestic demand strategy, promoting the construction of ecological civilization, and ensuring and improving people’s livelihood, and focusing on the deployment requirements of comprehensively promoting rural revitalization and accelerating agricultural and rural modernization, we will strengthen supervision and inspection, correct political deviations, and urge them to be put in place. Strengthen supervision over key tasks such as preparing for the Beijing Winter Olympics and the Winter Paralympics. Focus on coordinating the prevention and control of epidemic situation and economic and social development, and guide the relevant local commission for discipline inspection and supervision to seriously investigate the accountability and accountability in view of the poor implementation of epidemic prevention responsibilities and measures.
Strengthen the daily supervision of the "top leaders" and leading bodies. Thoroughly implement the "Opinions of the Central Committee of the Communist Party of China on Strengthening the Supervision of the Top Leaders and Leading Groups", strengthen the supervision over the implementation of democratic centralism, the right to perform duties according to laws and regulations, the responsibility to act, honesty and self-discipline, and promote leading by example and taking good responsibility. The national discipline inspection and supervision organs interviewed 943,000 members of leading bodies and key positions, and punished 7,581 "top leaders" at or above the county level.
(3) We will make concerted efforts to promote non-corruption, non-corruption and non-corruption, and achieve more institutional achievements and greater governance results.
Unswervingly push forward the fight against corruption. Resolutely investigate and deal with major corruption cases, seriously investigate and deal with political gang cases of Sun Lijun, Deng Huilin, Gong Daoan, Wang Like and Liu Xinyun, and investigate and deal with corruption cases in which political issues and economic issues are intertwined, such as Wang Fuyu, Zhou Jiangyong and Peng Bo. Deepen the anti-corruption work of state-owned enterprises, and strictly investigate the "moths" such as Xie Changjun and Yin Jiaxu who rely on enterprises to eat enterprises and enrich themselves at the expense of the public. We will promote the punishment of financial corruption and the prevention and control of financial risks, and strictly investigate Cai Esheng, He Xingxiang, Song Liang and other "inner ghosts" who use financial supervision and approval authority and financial resources to engage in corruption. In-depth analysis of Li Jinzao, Tong Daochi, Liu Baohua and other cases exposed the new characteristics of corruption, dig deep and thoroughly investigate the "shadow company", "shadow shareholders" and other hidden corruption. Cooperate with the education and rectification of political and legal teams, punish judicial corruption in law enforcement, and investigate and deal with black sheep in political and legal teams such as Gan Rongkun, Yang Fulin, Meng Yongshan, Li Wenxi and Meng Xiang. We will deepen the corruption control of the supply and marketing system, check and rectify illegal villas, and carry out special rectification of corruption in the coal resources field, carry out centralized rectification of corruption in the fields of grain purchase and sale, development zone construction, and carry out investigations and clean-ups of "revolving doors" and "sudden shareholding" of political and business in the financial field. In conjunction with the relevant units, the "Opinions on Further Promoting the Investigation of Bribery and Bribery" was formulated, focusing on investigating and dealing with behaviors such as multiple bribes, huge bribes, and bribing many people.63 cadres in charge of the investigation and investigation of the State Supervision Commission of the Central Commission for Discipline Inspection; The national discipline inspection and supervision organs filed a total of 631,000 cases and punished 627,000 people, including 59,000 state-owned enterprises, 12,000 financial systems and 64,000 political and legal systems, 5,006 bribers were retained, 4,806 people were punished and 2,822 people were transferred to procuratorial organs. Across the country, 38,000 people voluntarily surrendered to the discipline inspection and supervision organs, and 104,000 people voluntarily confessed their problems.
Take the case as a mirror, promote reform and promote governance by case. Insist on solving loopholes with problems, promoting rectification and rectification with cases, and carrying out warning education with typical people and things, so as to combine the investigation and handling of cases, strengthen education, improve systems and promote governance. The national discipline inspection and supervision organs put forward 99,000 suggestions on discipline inspection and supervision. We will improve the mechanism of promoting normalization through cases, strengthen cooperation with development and reform, natural resources, auditing and other departments, and promote strict industry supervision in the fields of land approval, project construction, resource development and utilization, and prevent and resolve risks. We will produce and broadcast a TV feature film "Zero Tolerance", deepen the use of confessions of cadres who violate discipline and law and typical cases, and form a long-term mechanism for warning by case.
Deepen international cooperation against corruption. At the special session of the United Nations General Assembly on anti-corruption, we put forward "four propositions" on international cooperation against corruption, such as upholding fairness and justice, punishing evil and promoting good, respecting differences, learning from each other on an equal footing, persisting in win-win cooperation, discussing and building together, keeping promises and giving priority to actions, so as to promote the official launch of the global anti-corruption law enforcement cooperation network. We will promote the clean construction of the "Belt and Road" and build a mechanism for chasing and escaping. The "Skynet 2021" operation recovered 1,273 people who fled, including 22 "Hongtong personnel" and 318 people under supervision, and recovered 16.74 billion yuan of illicit money.
(4) Constantly promoting the implementation of the spirit of the eight central regulations and deepening the rectification of the stubborn diseases of the "four winds"
Resolutely rectify the mental problems that violate the eight central regulations. Thoroughly sum up the new features and achievements of the party’s work style construction since the 19th National Congress of the Communist Party of China, timely judge the new performance and problems of "four winds", carry out regular unannounced visits and special supervision and inspection, accurately treat and make contributions for a long time, and promote the punishment of corruption and the correction of "four winds" as one. Resolutely prevent rebound, invisible variation, fatigue and war-weariness, seriously investigate and deal with the mental problems of middle-ranking cadres who violate the eight central regulations, and strictly deal with violations of discipline. Resolutely investigate and deal with hedonism and extravagance, dig deep and severely punish those who don’t eat their subordinates at the same level, eat their bosses at public funds, exceed the standard reception and split reimbursement, give gifts by logistics express, illegally receive and send precious specialties and gifts, and strictly punish those who illegally build buildings and halls, especially those with outstanding debt risks. Resolutely investigate and deal with the problem of illegal and indiscriminate subsidies. The national discipline inspection and supervision organs investigated and dealt with 54,000 problems of hedonism and extravagance, criticized, educated, helped and dealt with 73,000 people, of whom 53,000 were given disciplinary and administrative sanctions.
Persevere in correcting outstanding problems of formalism and bureaucracy. In-depth search and solution to formalism and bureaucracy problems caused by distorted outlook on political achievements, deviated outlook on development, and insufficient governance capacity, urge and correct problems such as excessive work marks and excessive frequency of inspections and assessments, prevent indiscriminate overweight and chaos regardless of the actual situation at the grassroots level, and promote the establishment of a normalization mechanism for reducing burdens at the grassroots level. The national discipline inspection and supervision organs investigated and dealt with 50,000 formalistic and bureaucratic problems, and criticized, educated, helped and dealt with 77,000 people, of whom 48,000 were given disciplinary and administrative sanctions.
Insist on rectifying the "four winds" and establish a new style simultaneously. Grasp the stage characteristics of work style construction and regional and industrial differences, and grasp the common and recurring problems to deepen rectification. We will improve the system of publishing investigation results every month, and improve the working mechanism of pre-holiday notification exposure, mid-holiday supervision and inspection, and post-holiday supervision and rectification. Draft the Opinions on Strengthening the Construction of Clean Culture in the New Era to promote the construction of pro-clean political and business relations and clean social ecology. In conjunction with relevant units, the "Implementation Opinions on Further Strengthening the Construction of Family Education Style" was formulated to guide party member and cadres to consciously oppose privileges and strictly teach family style.
(5) Continue to deepen political inspections and give full play to the comprehensive supervision role of inspections.
Promote patrol inspection with high quality and full coverage. We will fully implement the central inspection policy, adhere to the orientation of political inspection, and promote reform, construction and governance through inspection. Organized the seventh and eighth rounds of inspections of the 19th Central Committee, and the coverage rate of inspections of the 19th Central Committee exceeded 90%. Conduct regular inspections of the Ministry of Education and 31 Party organizations in colleges and universities, and thoroughly discover and promote the solution of problems in strengthening the party’s political construction, implementing the party’s educational policy, implementing the fundamental task of educating people, and strictly managing the party. Conduct regular inspections of party organizations in 25 central financial institutions, and seriously find out and implement the major decisions and arrangements of the CPC Central Committee on financial work, serve the real economy, prevent and control financial risks, and deepen financial reform. The Central Leading Group for Inspection Work accepted 83,000 letters and reports, and handed over a number of clues to the State Commission for Discipline Inspection and the Central Organization Department. Party committees of all provinces, autonomous regions and municipalities have completed inspections of 2284 party organizations, with a coverage rate of 99%; There are 135,000 party organizations inspected at the city and county levels, with a coverage rate of 100%; The party group (party Committee) of the relevant central unit completed the inspection of 2943 party organizations.
Improve the implementation mechanism of inspection and rectification. Draft the "Opinions on Strengthening Patrol Rectification and Application of Results", clarify the main responsibility and supervision responsibility of rectification, and promote the effectiveness of patrol rectification. Make good use of the communication mechanism with the main leaders of the inspected party organizations to promote the implementation of the main responsibility of the party Committee (party group) to grasp the rectification. Innovate the patrol feedback mode and combine centralized feedback with "one-on-one" on-site feedback to enhance seriousness, authority and pertinence. Pay close attention to the key links such as the implementation of the rectification plan, strengthen supervision over the implementation of inspection and rectification by the Ministry of Education and the party organizations in the middle school, compact the responsibility for rectification, and hold accountable for false rectification and "paper rectification". Inform the relevant departments of the CPC Central Committee and the State Council about the inspection, provide special inspection reports, urge the inspected party organizations to announce the rectification and accept social supervision.
Promote the up-and-down linkage of inspections and inspections. Convene a national inspection work conference, implement the Opinions on Strengthening Up-down Linkage of Inspection and Inspection, and build a smooth and coordinated inspection and supervision work pattern. Achieve full coverage of the guidance and supervision of inspections in provinces, autonomous regions and municipalities, and promote the guidance and supervision of inspections in cities and counties. Strengthen the classified guidance on the internal inspection work of central units, and carry out special inspections on the inspection work of the Ministry of Education and the central financial units. Strengthen the coordination and cooperation between the patrol inspection institutions and the supervision and inspection offices of the Commission for Discipline Inspection and the accredited institutions and agencies, and promote the informatization construction of patrol inspection.
(six) adhere to the rules and regulations to carry out the work according to law, and expand the effectiveness of supervision and discipline enforcement.
Put discipline construction in a more prominent position. Strict political discipline and rules will drive all disciplines to be comprehensive and strict. Give full play to organizational advantages, strictly organize procedures, issue guiding cases for discipline enforcement, and deepen the use of the "four forms" to be realistic, accurate and appropriate. Complete the construction of reporting platform. The national discipline inspection and supervision organs received a total of 3.862 million letters and visits, including 1.35 million accusations. The "four forms" of criticism and education were used to help and deal with 2.125 million person-times, of which 1.487 million person-times were used to talk, inquire and remind criticism, accounting for 70% of the total number of people; Using the second form to give light punishment and organizational adjustment, 494 thousand people, accounting for 23.2%; 70,000 person-times were given severe punishment and post adjustment by using the third form, accounting for 3.3%; The fourth form was used to deal with 74,000 serious violations of discipline and law and criminal law, accounting for 3.5%, of which 18,000 were suspected of duty crimes and transferred to procuratorial organs, and 56,000 were expelled from the party and public office for other crimes.
Seriously change the discipline. Strict election discipline, clear the requirements of "ten prohibitions", and jointly do a good job in supervision and inspection. Adhere to comprehensive research and judgment, "sinking to the next level" verification, and standardize and prudently reply to the opinions of the party’s work style and clean government. The State Commission for Discipline Inspection of the Central Commission for Discipline Inspection responded to 2,429 opinions on party style and clean government. We will have zero tolerance for violating the discipline of re-election, and strictly investigate political clings, gangs, canvassing and bribery.
Accurately standardize the implementation of accountability. Adhere to the unity of power and responsibility, and ask questions if you fail, and seriously pursue responsibility and accountability for problems such as poor rectification of Mingzhen Golf Course in Dianchi Tourism Resort, Kunming, Yunnan, illegal construction along the lake, large-scale migration and felling of urban trees in Guangzhou, and illegal villa construction by Xinjiang Oilfield Company of China Petroleum Group. Increase accountability for major accidents, and promptly investigate and deal with the "5 22" public safety responsibility incident in Jingtai County, Baiyin, Gansu Province. A total of 4,474 Party organizations were held accountable nationwide, and 55,000 leading cadres and supervised objects in party member were held accountable. Adhere to the combination of strict management and love, pay equal attention to incentives and constraints, strictly implement the regulations on the protection of rights in party member, implement the requirements of "three distinctions", objectively and fairly carry out the work of clarifying the name, and seriously investigate and deal with false accusations and frame-ups.
(seven) solidly promote the practical activities of "I do practical things for the masses" and deepen the rectification of corruption and unhealthy practices around the masses.
Carry out special supervision during the transition period around consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization. Go deep into the original poverty-stricken areas to conduct research and supervision, train the national rural revitalization in stages and batches to help the county disciplinary Committee secretary, and urge party committees at all levels to concentrate on promoting rural revitalization. Pay close attention to the key planning and engineering projects for rural revitalization, seriously investigate and deal with corruption and unhealthy practices in the fields of engineering construction and financing platforms, and promote the solution of problems such as unclear asset base, unclear property rights and responsibilities, and ineffective supervision. The national discipline inspection and supervision organs investigated and dealt with 19,000 corruption and work style problems in consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization, and criticized, educated, helped and dealt with 27,000 people, of whom 17,000 were given disciplinary and administrative sanctions.
Deepen the special governance of corruption and work style in the field of people’s livelihood. Guide and urge all localities and departments to focus on rectifying the "micro-corruption" around the masses and promote the solution of the urgent problems of the masses. Thoroughly investigate the social security case in Hengnan, Hunan Province, and carry out special rectification of social security fund management issues by analogy. Pay close attention to key areas such as safe production, education and medical care, food and drug safety, law enforcement and justice, and ecological and environmental protection, and seriously investigate and deal with corruption, embezzlement, dereliction of duty and other acts. The national discipline inspection and supervision organs investigated and dealt with 125,000 corruption and work style problems in the field of people’s livelihood, and criticized, educated, helped and dealt with 179,000 people, of whom 115,000 were given disciplinary and administrative sanctions.
Promote the punishment of corruption and the normalization of "protective umbrellas". Combine "breaking the net with an umbrella" with the education and rectification of the political and legal team, seriously investigate and deal with the problem of acting as an "umbrella" for underworld organizations, simultaneously follow up and supervise 39 new black and evil cases listed by the national anti-gang office and the Ministry of Public Security, severely punish the corruption and "umbrella" behind "sand tyrants" and "mine tyrants", and report typical cases. The national discipline inspection and supervision organs filed a total of 9,931 cases of corruption and "protective umbrellas", and 9,569 people were given disciplinary sanctions and transferred to procuratorial organs.
(8) Strengthen the construction of standardization, rule of law and regularization, and forge a high-quality professional discipline inspection and supervision iron army.
Inherit the party’s fine tradition and style. The Standing Committee of the Central Commission for Discipline Inspection takes the lead in strengthening the study of party history and theoretical arms, guiding discipline inspection and supervision cadres to understand and implement Socialism with Chinese characteristics Thought as the supreme leader in the new era, nourishing party spirit with the great spirit of party building, cultivating the realm feelings of making promises to the party and the country, strengthening the spirit of fighting against corruption with an iron fist and being impartial, and establishing an amiable, credible and respectable good image. Based on the discipline inspection and supervision work, we will develop and build a contingent of cadres with high quality, strengthen the party building and the discipline inspection commission building of organs, strengthen ideological training, political experience, practical training and professional training, carry out all-staff training and actual combat training, enhance the awareness of the rule of law, procedures and evidence, and strive to be politically competent and skilled.
Strengthen the construction of laws and regulations. The CPC Central Committee promulgated the "Regulations on the Work of the Commission for Discipline Inspection of the Communist Party of China (CPC)" to lay a solid foundation for the organizational system of discipline inspection and supervision. In conjunction with the relevant units, the Working Mechanism of Cooperation and Cooperation in Investigating and Handling Cases of party member and Public Officials Suspected of Violation of Discipline and Duty-related Crimes was drafted, so as to improve the system of coherent discipline and law enforcement and effective connection with the judiciary. Cooperate with the National People’s Congress Standing Committee (NPCSC) to review and pass the Law of People’s Republic of China (PRC) Ombudsman, adhere to the orientation of "responsibility law", and clarify the duties and obligations of the Ombudsman. Formulate the "Regulations on the Implementation of the Supervision Law of People’s Republic of China (PRC)" to make detailed provisions on the scope, jurisdiction, authority and procedures of supervision. Supervise and urge the implementation and popularization of laws and regulations. We will promote the establishment and construction of discipline inspection and supervision, deepen the basic theoretical research of discipline inspection and supervision, and promote the improvement of the national supervision rule of law system.
Deepen the reform of the discipline inspection and supervision system. Focusing on improving the supervision system of the party and the state, the "Opinions of the State Supervision Commission of the Central Commission for Discipline Inspection on Further Strengthening the Coordination of Discipline Supervision, Supervision and Supervision, Resident Supervision and Inspection Supervision" was formulated.
