  People’s Social Security Bureau, Education Bureau, Finance Bureau of each district and city, Social Affairs Bureau of Pingtan Comprehensive Experimental Zone, Finance Bureau, and colleges and universities: In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council, make efforts to promote college graduates’ job hunting and accelerate the employment of graduates, with the consent of the provincial government, it is decided to issue subsidies for college graduates to return to school for job hunting. The relevant matters are hereby notified as follows:

  First, the subsidy object

  Unemployed college graduates from colleges and universities in the province in 2023 (excluding graduates who have provided free accommodation in their colleges and universities).

  Second, the subsidy conditions

  From July 1 to August 31, 2023, graduates returned to their graduate institutions across regions to participate in job-seeking recruitment activities held in the school. Cross-regional means that the residence of graduates and the location of colleges and universities are not in the same city or county, and the flow between districts in the same city is not recognized as cross-regional.

  Third, the subsidy standard

  Subsidies are paid to graduates with household registration in the province according to the standard of 300 yuan per person, and those with household registration outside the province according to the standard of 500 yuan per person. Each graduate can only enjoy one subsidy.

  Fourth, the distribution method

  (a) the funds needed for the graduates’ job-seeking subsidies are paid from the employment subsidy funds, and the pre-allocation system is adopted, and the pre-allocation is made first and then settled. (II) According to the principle of territoriality, the education authorities in each district, city and Pingtan Comprehensive Experimental Zone calculate the funds according to the number of unemployed graduates leaving schools and subsidy standards of colleges and universities within their jurisdiction, and apply for pre-allocated funds from the finance and human resources departments at the same level according to 50% of the calculated amount, and then decompose and allocate them to colleges and universities. (3) Colleges and universities shall, in accordance with the requirements of this circular, distribute subsidies to graduates who meet the conditions for distribution, and establish real-name ledgers for future reference within 3 days from the date of returning to school for job hunting. (4) Before September 20, 2023, the education authorities of all districts, cities and Pingtan Comprehensive Experimental Zone shall settle the funds with universities and human resources departments at the same level respectively according to regulations, and make up for more.

  V. Job Requirements

  (a) all districts and cities, Pingtan Comprehensive Experimental Zone, education, finance departments and universities should attach great importance to it, clarify the division of tasks, strengthen coordination and cooperation, and jointly do a good job in the payment of job-seeking subsidies for returning to school.
