Nine years of grinding a sword to implement the spirit of the eight central regulations has no rest.

The key to the success of China lies in the Party, and the key lies in the Party’s management and strict administration of the Party.

The eight central regulations set up long-term and effective iron rules and consistent hard leverage from eight aspects: investigation and research, conference activities, document briefings, overseas visits, security work, news reports, publication of manuscripts, and thrift. More than 600 words, although the content is not much, but the point is clear and the items are feasible.

"Work style construction should start with leading cadres, and leading cadres should first start from the central government." From the beginning of the implementation of the spirit of the eight regulations, the general secretary made such a firm statement.

More than four months ago, a scene on the snowy plateau was impressive — —

On the morning of July 22, 2021, Linzhi, Xizang, a special train sped on the Lalin Railway, crossing the canyon, the tunnel and the bridge … …

In the carriage, General Secretary of the Supreme Leader, who is visiting Xizang, called relevant comrades to study the "Road" in depth. While looking at the construction situation along Lalin Railway through the window, he studied the "blank space" on the map in his hand, and the general secretary went from sichuan-tibet railway to the railway network construction in the vast western frontier.

Get off lightly, go deep into the grassroots, examine the facts and pay attention to actual results. In nine years, such details are too numerous to mention:

During the domestic inspection, the general secretary personally checked the research plan. He asked that the inspection site should not be cleared and closed, roads and gardens should not be closed, the original style should be kept, and no decoration should be made, so that he could have a close and cordial conversation with the broad masses of the people during the investigation. He took lunch breaks and stayed overnight on the special train many times, reducing the local burden, reducing the reception specifications, personally examining and approving the menu, and strictly demanding "four dishes and one soup".

When visiting abroad, the general secretary has repeatedly instructed that the number of days spent in the hotel of the delegation should be calculated. If you can save it, don’t waste it. Don’t live in luxury, clean and comfortable.

Participate in the deliberation of the delegations of the National People’s Congress and the National People’s Congress, and hold a special symposium in the local area. The general secretary clearly proposed that representatives from all walks of life and grassroots comrades should speak more; When attending the Fourth Plenary Session of the 19th CPC Central Committee, he emphasized that group discussions should improve the meeting style, speak to the point, make no work report, and take the lead in improving the meeting style.

… … … …

Things in the world are done in detail and become strict. Over the past nine years, the General Secretary has set an example and set an example, and has always taken the lead in strictly implementing the eight central regulations, setting an example for the whole party and continuously conveying the confidence and determination of the CPC Central Committee to implement the spirit of the eight regulations to the people of the whole country.

"Small incision" incites "great change"

The eight central regulations govern and rely on the whole party.

"Strictly administering the party is the common task of the whole party, and it needs both a big climate and a small climate." In December 2014, when he visited Jiangsu, the general secretary emphasized this.

Climate affects people, and people also affect climate.

"The eight central regulations are neither the highest standards nor the ultimate goal. They are only the first step for us to improve our work style and the basic requirements we should meet as communist party people." The general secretary stressed that the task of improving work style is very heavy, and the eight regulations are a cut-in and mobilization order.

The wind starts at the end of Qingping.

The eight regulations are actually a key measure for the ruling party to optimize internal governance and enhance its ruling ability.

On December 10, 2015, a poster with the theme of "Strict Economy and Civilized Dining" was shot in a hotel on Huangshan Road, Hefei City, Anhui Province.

Over the past nine years, under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, a series of practical and hard moves against the disadvantages of the sword-finger style have been frequently attacked, and a combination boxing aimed at the construction of style has achieved unprecedented results, with new tricks and new signals released every year:

The whole party treads on the stone to leave a seal, and grasps the iron to curb the "waste on the tip of the tongue", correct the "unhealthy trend in the clubhouse" and rectify the "corruption on the wheel" … … Stick to one node at a time, advance step by step, and the party style and social style are blowing and sinking.

From the party’s mass line education and practice activities to the study and education of party history, from "tigers and flies fight together" to the full coverage of inspection and supervision within the party … … The Party’s construction has continuously made new breakthroughs in the system, thus inciting great changes in the whole society.

The central government treats both the symptoms and the root causes. On the one hand, it is rigid and disciplined, on the other hand, it establishes a system; Purify the relationship between government and business, purify the social customs, and help the economy and society transform and develop in a healthier direction … … From the eight regulations to the "strictest party discipline", a sword is hoisted to warn people to abide by discipline.

The eight regulations have become an important starting point for strictly administering the Party in an all-round way and a bright business card for the Communist Party of China (CPC) in the new era.

Take the spirit of nailing for a long time as a credit.

At the end of 2019, Beijing Zhongnanhai.

The 19th the Political Bureau of the Communist Party of China (CPC) Central Committee "Do not forget your initiative mind, Remember Mission" special democratic life meeting was held for two consecutive days. The Political Bureau of the Central Committee’s comrades spoke one by one, exchanging ideas, examining problems, deeply analyzing, and carrying out criticism and self-criticism.

At the meeting, the General Secretary put forward requirements for the Political Bureau of the Central Committee to implement the spirit of the eight central regulations and solve the formalism problems that plague the grassroots, and once again set an example for the whole party to seriously live in political life and practice fine style.

"Be serious" is the impression of many people on the eight regulations. And "continuing to be real" is the norm in the past nine years.

The website of the State Supervision Commission of the Central Commission for Discipline Inspection most directly reflects this point — —

On November 24, 2021, the State Supervision Commission of the Central Commission for Discipline Inspection published the latest monthly report data on the investigation and punishment of mental problems in violation of the eight central regulations. In October 2021, discipline inspection and supervision organs at all levels in China investigated and dealt with 7,636 cases of mental problems that violated the eight central regulations, and criticized, educated, helped and dealt with 10,933 people, including 7,683 people who were punished by party discipline and government affairs.

On October 28th, 2015, Huang Zhonghua, the discipline inspection and supervision officer of Matang Community, Chenying Town, Wannian County, Shangrao City, Jiangxi Province, gave a special lecture entitled "Putting discipline ahead" for party member and the masses.

The monthly report data published for 98 consecutive months witnessed the implementation of the spirit of the eight central regulations and was deeply rooted in the hearts of the people.

"The eight central regulations are not just for five or ten years, but for a long time."

"Work style construction is a tough battle and a protracted war".

"Work style construction is always on the road, and there will never be a rest".

The general secretary’s demand is sonorous and hit the floor, which shows the Communist Party of China (CPC) people’s confidence in "striking while the iron is hot" and their determination to strictly manage the party in the new era.

Not long ago, the Political Bureau of the Central Committee held a meeting, which not only analyzed and studied the economic work in 2022, but also studied and deployed the work of building a clean and honest party style and anti-corruption work in 2022, and reviewed the Work Regulations of the Commission for Discipline Inspection of the Communist Party of China (CPC).

When referring to promoting the implementation of the spirit of the eight central regulations, promoting the building of a clean and honest party style and the fight against corruption, the meeting emphasized two key words: perseverance and non-stop.

The Central Committee of the Communist Party of China’s Resolution on the Great Achievements and Historical Experience of the Party’s Hundred Years’ Struggle, which was deliberated and adopted at the Sixth Plenary Session of the 19th CPC Central Committee, pointed out that the CPC Central Committee carried forward the spirit of nailing nails and made persistent efforts to rectify the "four winds", stopped some unhealthy trends that were considered impossible in the past, and rectified some stubborn diseases that had not been eliminated for many years, and the party style, political style and social atmosphere were one of the new ones.

For a long time, it is good to do good.

This year is the first year of implementing the 14th Five-Year Plan and starting a new journey of building a socialist modern country in an all-round way. On the new journey, the tough battles of gnawing at "hard bones", involving "deep water areas" and attacking "bridgehead" require our party to be stronger and stronger, and its style of work should be more excellent. We must always persevere in implementing the spirit of the eight central regulations and promote new achievements in work style construction.

The wind is clear, the gas is positive, the gas is regular and the heart is neat, and the heart is neat.

Didn’t the old household appliances have to be repaired after the production stopped? Consumer Council: spare parts should be provided within 5 years.

The washing machine bought six years ago broke down, but the consumer was delayed after the repair. It turns out that an important reason for the delay is that machine parts have been eliminated. After receiving consumer complaints, the Provincial Consumer Council intervened. Because there were no parts that could not be repaired, the manufacturer finally replaced the washing machine for the customer.

Home appliances purchased by citizens are normal for five or six years. However, the iteration of electrical appliances update is too fast, and a model is often discontinued after several years of production, and a new model is introduced. This often leads to the embarrassment that electrical appliances are out of order but there are no parts to repair, which has become a worry for many people.

In July this year, the Consumer Council of Guangdong Province received a total of 372 complaints from consumers, among which Internet services, sales services, life and social services ranked in the top three, and household electronic appliances ranked fourth. The Provincial Consumer Council emphasizes that after-sales service is the core competitiveness of electrical appliance manufacturers, and maintenance spare parts should be provided to consumers within 5 years after the products are discontinued.

During the extended warranty period, the washing machine broke down and the manufacturer was sued for delaying maintenance.

Provincial Consumer Council: Maintenance spare parts should be provided within 5 years after the product is discontinued.

According to the Law on the Protection of Consumers’ Rights and Interests, the Law on Product Quality and other relevant regulations, the operator shall undertake the warranty, replacement, return or other responsibilities in strict accordance with state regulations or agreements with consumers, and shall not deliberately delay or unreasonably refuse. The Provincial Consumer Council said that in this case, the consumer purchased the extended warranty service of the washing machine, and the manufacturer was obliged to undertake the three-guarantee responsibility according to the state regulations within the promised time limit.

Secondly, according to Article 7 of the Provisions on the Responsibility for Repairing, Replacing and Returning Some Commodities: "Producers shall perform the following obligations … … Ensure to continue to provide spare parts that meet the technical requirements within five years after the product is discontinued … …” In this case, the manufacturer failed to provide relevant evidence that the product involved has been discontinued for five years, so it can be reasonably presumed that the product has not been discontinued or has not been discontinued for five years. Therefore, manufacturers should continue to provide repair spare parts for products, and should also ensure the supply of spare parts within 5 years after the products are discontinued.

Thirdly, according to Article 12 of the Provisions on the Responsibility for Repairing, Replacing and Returning Some Commodities: "If the manufacturer fails to supply spare parts within the validity period of the Three Guarantees and it has not been repaired for more than 90 days since the date of repair, the repairer shall indicate in the repair status that the seller will exchange the same model and specifications for the consumer free of charge. Then claim compensation from producers and suppliers according to law or handle it according to the purchase and sale contract. If the repair period exceeds 30 days due to the repairer’s own reasons, he will exchange the same model and specifications for the consumer free of charge, and the expenses will be borne by the repairer. " The manufacturer failed to continuously supply spare parts for the products involved, which caused consumers’ demands for maintenance to be delayed again and again. They should bear the corresponding legal responsibilities and take the initiative to exchange products of the same model and specification for consumers.

After-sales service of electrical appliances is the core competitiveness.

Although the manufacturer was satisfied with the results after the intervention of the Provincial Consumer Council, the after-sales service personnel had a negative attitude and even suspected of deliberate delay in the early communication with consumers, which deserves the attention and reflection of enterprises and also sounded the alarm for the industry.

The Provincial Consumer Council believes that in today’s saturated market and increasingly fierce competition, good after-sales service has become one of the core competitiveness of enterprise industry development, directly affecting the success or failure of enterprise operation and industry development. All relevant enterprises should attach importance to the quality of after-sales service, devote themselves to improving the quality of after-sales service, win the recognition and trust of consumers, and thus obtain the most fundamental support for long-term development.

Guangzhou consumer Mr. He bought a Haier washing machine in November 2012, and in July 2015, he bought an extended warranty service for Haier household appliances. The warranty period of the washing machine was extended to January 2019. In May 2018, the washing machine had failures such as dehydration failure and invalid buttons. Mr. He called Haier customer service for repair, and the customer service promised to send someone to check and repair, but there has been no news. Mr. He repeatedly called for reminders, and Haier customer service delayed the handling due to outdated spare parts and equipment, company relocation and other reasons. In desperation, Mr. He complained to the Guangdong Consumer Council and asked Haier to send someone to repair it as soon as possible.

After receiving the complaint, the staff of the Provincial Consumer Council immediately contacted Haier and asked Haier to handle it properly as soon as possible according to the purchase bill and extended warranty service card provided by Mr. He. Haier replied that the machine parts had been eliminated and could not provide maintenance service, so it was replaced for customers.

Corruption case "after 60 years old"

Influenced by bad atmosphere, corruption cases of retired (retired) cadres also show a trend of multiple occurrences, which is called "shadow corruption" by experts. A research report of Xicheng District Procuratorate in Beijing pointed out that in the corruption and bribery cases handled by the hospital in the past two years, retired (divorced) cadres have become "professional brokers" who commit bribery crimes, which is more popular than others. Recently, the reporter of the procuratorate daily "Integrity Weekly" investigated and sorted out this phenomenon.

Residual heat of power: keeping corruption "temperature"

The reporter found that in the "Tiger Fighting" campaign in 2013, many retired "old tigers" such as Chen Baihuai, Guo Yongxiang and Ni Fake were found out, which is another feature of the new round of anti-corruption.

When Chen Baihuai, 63, was arrested, he had retired as the vice chairman of Hubei Provincial Political Consultative Conference for nearly a year. However, due to his good disguise, cautious behavior and careful consideration, the problem of corruption was not exposed during his tenure, even when he led improperly, or even when he retired. Therefore, Chen Baihuai still maintains its energy in local politics. When he retired without leadership, he thought he had landed safely and everything was all right.

Guo Yongxiang, 64, had already stepped down as the deputy director of the Standing Committee of the Sichuan Provincial People’s Congress and became the chairman of the Provincial Federation of Literary and Art Circles. Just as he was about to land smoothly, CPC Central Commission for Discipline Inspection detained him.

Ni Fake, 59, ceased to be the vice governor of Anhui Province in January 2013, but he became the honorary president of the Provincial Jewelry Association without the approval of the organization. Because of the vacillation of ideals and beliefs, the collapse of ideological defense, Ni Fake indulged in pleasure, inflated selfish desires, lost his will to play with things, and finally fell into the mire of corruption.

In addition to the corruption of these "old tigers", many "old flies" have become the main force of corruption after 60 years old. Wu Zhiqiang, deputy secretary of Foshan Municipal Committee, former secretary of the Political and Legal Committee and former vice chairman of the CPPCC, retired early from the position of vice chairman of Foshan CPPCC in 2011. However, a few months later, he was accused by the procuratorate of taking advantage of his position to accept Luo Zuohong’s cash of 5.4 million yuan in 10 times from July 2007 to August 2011. It is worth noting that after Wu Zhiqiang retired in 2011, Luo Zuohong also gave him RMB 1 million in cash twice, of which 938,000 yuan was used by Wu Zhiqiang to entrust his brother to help him buy a Volkswagen Touareg off-road vehicle.

Yin Guoyuan, the former deputy director of Shanghai Housing and Land Resources Administration, who was called "making profits for people while in office, and rolling in financial resources after retirement", can be said to be an early model of exerting his "power waste heat" to the fullest. Yin Guoyuan became the deputy director of Shanghai Real Estate Bureau in January 1995. Because of the power of land examination and approval, Yin Guoyuan accumulated a high popularity in land examination and approval and house demolition during his reign, in addition to gaining benefits for himself. After retiring in 2005, Yin Guoyuan was elected as the president of the Shanghai Land Society. He used his accumulated resources and personal connections to help real estate developers to "thread the needle" and "help" these developers with their land problems, and used the deep network established during his tenure to openly ask for and accept bribes. In 2005 alone, Yin Guoyuan asked Jiang Moumou, a real estate developer, for bribes of more than 28 million yuan, more than the money he received when he was in office.

Some experts say that the "power waste heat" in recent years is a new corruption channel caused by the lack of supervision of public power, which has strong secrecy. It is mainly manifested in that when some officials are in office, they use the influence of power to seek illegal interests for some enterprises and individuals legally and illegally, reasonably and unreasonably. In order to "protect" themselves and avoid the supervision and investigation by the discipline inspection and supervision departments, they do not seek immediate direct returns, but lay the foundation for future retirement, resignation or going to sea for greater benefits.

Experts suggest that it is necessary to increase the supervision and assessment of retired (divorced) officials. In addition, the discipline inspection departments at the next higher level should regularly visit retired (divorced) leading cadres who stay in their posts to understand their daily activities and ideological trends, and promptly remind or stop them if they find abnormal signs. Institutional arrangements for the whereabouts of retired (divorced) leading cadres will not only enable retired (divorced) leading cadres to exert their residual heat and continue to serve the society, but also help prevent power options.

Interest-driven: violation of law and discipline "walking the hole" is busy

"Going to the cave" is a new term that appeared in the entertainment industry in the 1980s. It refers to an actor who goes out to perform privately for extra money. The greater his fame, the higher his appearance fee. In recent years, some government officials or former officials have also appeared the phenomenon of "going to the cave". They take advantage of "hidden rules" to collect high "appearance fees" or "red envelopes" by attending business activities such as new product launches, celebrations, ribbon cutting, unveiling and launching. Many officials have slipped into the abyss of corruption in this self-considered "reasonable" income.

On February 15th, 2014, an authoritative media exposed a fake organization named "China Hospital Management Association", which illegally held the "2013 China Hospital Management Academic Annual Conference and Award Ceremony" in a five-star hotel in Beijing. The awards presented here were all clearly priced, and the organizers issued more than 300 medals, with a profit of more than 10 million yuan. Remarkably, in the "Conference Guide" issued by the "Gui Li" Society, the honorary leaders of the Society are all former leaders who have held leadership positions in relevant departments, that is, the so-called retired leaders. The person in charge of the organizer said: "Please ask (former) leaders for a fee. Which (former) leader is present, and then give people some money. " These (former) leaders have become accomplices of this illegal society. The media commented that for the winners, spending money can not only buy the reputation of a national name, but also attract these heavyweights who are present at the scene. It is an honor for them to stand with these former leaders of the industry and take a group photo. Are these heavyweight guests familiar with the operation of the appraisal, and what possible interest relationship exists behind it?

Huang Jingping, a professor at the Law School of Renmin University of China, told the reporter that the main reasons why "post-60 s" cadres are driven by interests into accomplices in illegal activities are as follows: First, professional exchange relationships in the name of academic research have obtained unreasonably high manuscript fees; Second, it was not carefully identified and was cheated by people with ulterior motives; The third is to seek illegitimate interests, knowing that it is an illegal organization, but driven by interests, subjectively completing a "walking hole" activity. In either case, we should be vigilant.

In addition, after retirement, it is totally justified and legal for government officials to exert their afterheat in different fields and various activities, especially some non-profit organizations, to do some public welfare undertakings for the society. However, a considerable number of former leaders have become accomplices in illegal activities after they have joined the illegal trade organization associations without choice. It is a good thing for individuals to retreat, but if power retreats, it will easily lead to corruption. Therefore, Huang Jingping suggested that the relevant organizations and personnel departments should, in accordance with the provisions of the cadre management system, give stricter management to retired (divorced) leading cadres and introduce some specific behavioral requirements, so as to standardize their behavior of taking honorary leadership positions in illegal activities, and so as to use the system to stop the phenomenon of "walking holes" of retired (divorced) leading cadres.

Wang Yukai, a professor at the National School of Administration, believes that our public servants, including leading cadres, can’t engage in profit-making activities in the field he was in charge of for three years after retirement, which is very clear in the Civil Service Law. It is ok for former leaders of some units and departments to participate in some non-profit social welfare undertakings. However, if they take part in profit-making activities within three years of retirement, it is not allowed and it is against the policy.

Power Re-employment: A New Variety of Corruption Virus

With the increasing anti-corruption efforts and the increasingly narrow trading space of power and money, "shadow corruption", as a new variant of corruption virus, has gradually become a "hidden rule" between officials and bribers. Because the relevant departments ignore the phenomenon of re-employment of officials after retirement, more corrupt officials choose to "make an appointment to take bribes" and enjoy this special feast of "shadow corruption" unscrupulously after leaving their jobs and retirement.

Li Yuan, former vice minister of the Ministry of Land and Resources, retired as early as 2008. After Li Yuan retired, he held several posts and had frequent social activities. Eventually, due to his violation of discipline, he "lost his integrity". Liu Yunzhou, a colleague of Li Yuan’s Ministry of Land and Resources and the former president of China Land and Resources Newspaper, who has also retired, was also detained for violating the law and discipline.

Wang Yachen was a well-known reformer in the 1980s. He was the winner of the National May 1st Labor Medal and many other honors and auras. In 1986, he became the deputy secretary and mayor of Fuxin Municipal Committee of Liaoning Province, and later he was appointed as the secretary of the Municipal Party Committee and director of the Municipal People’s Congress. He served as the "top leader" of the party and government in Fuxin City for more than ten years. These experiences laid the groundwork for Wang Yachen’s "shadow corruption" after retirement. During Wang Yachen’s reign, he used his personnel power to place his children and cronies in high-powered departments, and all of them were promoted and reused. In February 2002, Wang Yachen, who had retired for many years, was hired as a consultant of Fuxin Shuanglong Real Estate Company and soon became the chief financial officer. Later, Wang Yachen served as the commander-in-chief of the construction of Fuxin Trade City, and all things were represented by Wang Yachen. In the meantime, he often tells the work of the municipal party Committee and the municipal government, and sometimes even threatens the organization, which is unreasonable. Wang Yachen is very familiar with Fuxin from top to bottom, and his influence is deeply rooted. As long as he comes forward, especially in the units where he promoted and reused a group of leading cadres, everything is a green light.

According to media reports, many retired leading cadres in Shanghang County, Fujian Province hold various idle posts of local Zijin Mining Group, and they receive annual salaries ranging from 100,000 yuan to several hundred thousand yuan. In addition, Zijin Mining Group also has former leading cadres from Beijing and the province. For example, Chen Mou, former chief engineer of the former Ministry of Geology and Mineral Resources and president of the Chinese Academy of Geological Sciences, who is an independent director of the company; Lin, former director of Fujian Assets Appraisal Center, director of Fujian State-owned Assets Administration Bureau and deputy director of Fujian Provincial Department of Finance, served as the independent director of the company. At the same time, some leading cadres also own shares in Zijin Mining through various channels.

Professor Huang Jingping pointed out that at present, the phenomenon of "shadow corruption" of retired leading cadres is more common. Some leading cadres like to promote their confidants in order to go into business after retirement, and they can get the care of these old subordinates in administrative examination and approval, project establishment, enterprise production and management, and get greater benefits.

A number of interviewed experts suggested strengthening the accountability for oversight of personnel, putting relevant "no" and "no" into practice, minimizing the discretionary space of "top leaders" and preventing leading cadres from "raiding" wholesale official hats to implement "shadow corruption". Secondly, experts pointed out that in addition to strengthening the power supervision of on-the-job leading cadres, it is also necessary to standardize the behavior of leading cadres leaving their jobs.

Tightening the institutional cage: removing the luck of corruption

The reporter found from the investigated corruption cases of "post-60 s" that many on-the-job officials had to do some "stupid things" that backfired because of the feelings of "old leaders" and "old bosses". Many times, it is the "shadow" of retired (retired) officials after the age of 60, especially retired (retired) senior officials, that influences and promotes the incumbent officials into the whirlpool of corruption, which leads to a series of vicious corruption problems of collusion between government and business. It is by promoting subordinates, cronies and secretaries that retired (retired) officials after the age of 60 want to establish a solid interest chain and circle.

Therefore, some experts pointed out that in the past anti-corruption, there was leniency or even exemption for retired (divorced) "tigers" and retired (divorced) "flies". In the past decade or so, it has been very rare for provincial and ministerial officials who have been put on file for investigation to "really retire". Once senior cadres "retire naked", it almost means "landing safely" and will no longer be investigated for party discipline and criminal responsibility. Therefore, the "tiger" and "fly" of retiring from poverty indicate that this past "convention" is being broken, and "retiring from poverty" is no longer an amulet for corrupt senior officials to exempt from corruption responsibility and evade legal investigation. It not only shows once again the central government’s determination and will to fight corruption, but also helps to gradually clean up and eliminate all kinds of "post-60 s" corruption accumulated in reality, ensuring that retired (divorced) officials no longer have extra-legal privileges and become anti-corruption blind spots, which is helpful to prevent the occurrence of "corruption optionalization" and reduce the lucky psychology of corrupt elements to escape the anti-corruption strike.

In order to standardize the part-time (post-holding) behavior of retired party and government leading cadres and prevent the corruption of retired party and government leading cadres, on October 30, 2013, with the approval of the Central Committee of the Communist Party of China, the Central Organization Department issued a notice and issued the Opinions on Further Regulating the Part-time (post-holding) of Party and government leading cadres in enterprises. On the basis of previous policies and regulations, the party and government leading cadres were given part-time (post-holding) in enterprises. The "Opinions" stipulate that party and government leading cadres who are currently serving or not serving but have not gone through the formalities of retiring (leaving) shall not work part-time (serving) in enterprises. Party and government leading cadres who resign from public office or retire (leave) to take part-time jobs (posts) in enterprises must be strictly controlled and strictly checked. If they do take part-time jobs (posts) in enterprises because of work needs, they should be strictly examined and approved in accordance with the cadre management authority. Within three years after resigning from public office or retiring (leaving), I will not get a part-time job (post) in an enterprise in the area and business scope under the jurisdiction of my original post, nor shall I engage in profit-making activities related to the business under the jurisdiction of my original post.

Huang Jingping believes that in addition to using the system to curb the corruption of leading cadres after the age of 60, the current Central Inspection Team should strengthen the inspection of retired (divorced) leading cadres. Purposefully understand the problems existing in the integrity of retired leading cadres in the inspected areas and units through various channels. During the inspection, it was found that retired (divorced) leading cadres were suspected of serious violations of discipline and law, and reported to the Central Inspection Leading Group in a timely manner. At the same time, he also suggested that the tracking and restriction system of "power waste heat" should be improved, including strict auditing of retired (divorced) leading cadres, property declaration of public servants and close relatives, and long-term follow-up inspection of retired (divorced) leading cadres.
