This year, Shanghai will promote the special update of more than 3,000 domestic waste sorting points and build 300 Huimin recycling service points!

Today, the Office of the Joint Conference on Promoting the Classification and Reduction of Domestic Waste in Shanghai and the Hongkou District People’s Government of Shanghai jointly held the theme activity of promoting the classification of domestic waste in Shanghai. Shanghai Eco-cultural Association, catering and cooking industry association, express delivery industry association and city appearance and environmental sanitation industry association jointly launched the "green and low-carbon life participation" initiative.

According to the introduction of the Municipal Bureau of Greening and City Appearance, this activity also announced the publicity and education base and experience route of garbage classification, launched the special action of "100 million" to continuously optimize the voluntary service of garbage classification in Shanghai, and released the public welfare propaganda film of garbage classification (wonderful video, please slide to the end of the article to watch). See ↓

Over the past year, the compliance rate of domestic waste classification in Shanghai’s communities and units has remained stable at over 95%, and citizens’ satisfaction with waste classification has reached 96.5% (the results of about 150,000 people’s evaluation surveys conducted by relevant media);

The classified amount of wet garbage accounts for 35% of the total dry and wet garbage (the classified amount of recyclable materials is 7,698 tons/day, the classified amount of harmful waste is 2 tons/day, the classified amount of wet garbage is 9,443 tons/day, and the cleared amount of dry garbage is 17,264 tons/day), and the recycling rate of domestic garbage reaches 43%.

The total capacity of domestic waste incineration and wet waste resource treatment exceeds 36,000 tons/day, and the primary domestic waste keeps zero landfill.

How are these figures actually realized?

Is the community delivery point "old and inconvenient"? They do this …

Before and after the implementation of "Regulations on the Management of Domestic Waste in Shanghai" in 2019, the drop points and garbage houses in Shanghai communities have undergone a round of renovation to meet the requirements of garbage classification. Since last year, many citizens have found that the drop-in points and garbage houses in their own communities have been upgraded again. Not only have they installed hand-washing basins, automatic deodorizers and induction doors to make it easier to throw garbage, but they have also made three-dimensional greening on the walls and roofs or solar photovoltaic panels to make the garbage houses more "eye-catching".

Since the implementation of "Work Plan for Continuously Optimizing the Whole-process Domestic Waste Classification System in Shanghai" last year, Shanghai has comprehensively promoted the transformation and upgrading of domestic waste distribution points, and a number of excellent residential areas with excellent hardware, pleasant environment and distinctive characteristics have emerged.

Ruihong Phase II Residential Area of Jiaxing Road Street in Hongkou District explores the deep integration of human settlements and green and low carbon. On the basis of realizing the "Five Refinements" standard of boutique residential areas, it adds environmentally-friendly designs such as parent-child hand washing tables and vertical greening, so that "garbage sorting" can be close, ornamental and temperature-sensitive. The "Shanghai Community" in Jiangpu Road Street, Yangpu District adheres to the concept of co-governance and sharing, and extensively solicits opinions from residents’ committees and property parties. "People’s livelihood" follows the "people’s voice". Through the construction of boutique communities, residents’ trading experience is improved, the public environment of communities is beautified, and the difficulties in garbage decoration are solved.

This year, the city will continue to build more than 300 boutique communities and promote the special update of more than 3,000 classified delivery points, so that the optimization and upgrading results will benefit a wider range.

Express packaging, waste clothes "more and more"? They do this …

With the continuous improvement of residents’ living standards, more and more people enjoy the convenience brought by express delivery and take-away, but at the same time, many citizens also find that there are more and more recyclable items such as paper express boxes and plastic fillers that are "a pity to abandon and never be used again".

Recently, a WeChat applet named "Hushang Recycling" provided a channel for the recycling of these recyclables. After a simple authorization registration, citizens can inquire about the information of the surrounding recycling service points, the arrangement of recycling activity days, flexibly choose the appropriate time to trade, or place orders directly through small programs in areas that support reserved recycling.

In December 2023, this small program was piloted in some streets and towns in Changning District. At present, it has gradually expanded to cover 16 districts in the city, and the overall promotion and use is good. Based on the five-level working mechanism of "district-street-district main enterprise-neighborhood committee-volunteer", Changning District actively mobilized garbage sorting volunteers, launched the promotion of "Hushang Recycling" WeChat applet at home, and gradually formed a normalized publicity channel for the theme day of "Hushang Recycling" to take root in the community and serve residents.

In April this year, Changning District held 79 recycling days, and the number of orders placed by residents reached 22,384. Relying on the municipal public service platform for recycling materials, the applet integrates the service resources of recycling enterprises in various districts, aiming at providing citizens with more flexible, convenient and better recycling services.

In addition to this channel, last year, the city also built 32 demonstration recyclable transfer stations with one district and one product, which provided comprehensive recycling services for the benefit of the people. The recycling transfer station in Quyang Road Street revolves around the concept of 15-minute community life circle for convenience, and sets up 24-hour intelligent recycling equipment along the street, organically combining all-weather recycling for the benefit of the people, green and low-carbon science popularization, recycling sorting and packaging, and creating a new fashion position.

On the basis of last year’s pilot project, this year Shanghai has defined the construction standards of Huimin recycling service points, and it is estimated that 300 will be built by the end of the year. At that time, not only the residents of the community, but also the surrounding merchants can also trade and sell recyclables at these Huimin recycling service points.

Fine classification of recyclables "no conditions? What’s the use? " They do this …

Recently, Jing ‘an Greening and City Appearance Bureau and Office Administration Bureau issued an initiative of "striving to be a practitioner, advocate and supervisor of fine classification of recyclable materials" to government officials in Jing ‘an.

The recyclable containers in the centralized office of Jing ‘an District are specially customized with the theme of "bottle gathering+paper collection", which are finely classified according to cans, glass bottles, plastic bottles and waste paper sheets, and are made of acrylic transparent panel materials, so that people can see the effect of fine classification at a glance.

Fine classification and resource utilization are closely related. The former promotes waste reduction, while the latter realizes resource increase. With the continuous deepening of waste classification in Shanghai, many citizens call for learning from cities with better waste classification and dividing recyclables more finely. In recent years, Shanghai has also continued to promote the pilot project of fine sorting of recyclable materials. In addition to government offices, parks, public squares, municipal roads, shopping malls, etc., there are also various types of specially designed fine sorting containers for recyclable materials.

In the follow-up, Shanghai will also build a model area for fine classification of domestic waste in important public places such as the First Memorial Hall of the Communist Party of China and Jing ‘an Temple business district, showing the new fashion face of waste classification. At the same time, Shanghai continues to explore the utilization of resources. In the construction of the garbage sorting theme park in Putuo District, recycled products such as recycled plates and recycled glass products made in tetra pak were used to create the park landscape.

This year, Shanghai will also make great efforts in deep resource utilization, and carry out pilot recycling of disposable lunch boxes, tetra pak and other special resources in Jing ‘an and Xuhui, and carry out pilot construction of fly ash washing line project in Laogang eco-environmental protection base to achieve new breakthroughs in resource utilization.

In order to further reflect the good results achieved by the municipal domestic waste classification work in the past year, the office of the joint meeting of the municipal domestic waste classification and reduction promotion work produced a public welfare propaganda film, which invited actor Hugh to appear and issued a green and low-carbon environmental protection initiative.

Video duration: 30 seconds

The public welfare propaganda film depicts every walk of life in Shanghai actively practicing garbage sorting, further guiding the general public to devote themselves to garbage sorting with greater enthusiasm, and continuously contributing to the improvement of social civilization.

Interview video

The creative team accepted a joint interview with Yangcheng Evening News and Guangdong Radio and Television Station’s Sound of Music, with host Zhang Weina (anchor of Sound of Music).

Interview content

Moderator: Who said that pop music works can only be easy to understand and can’t be tall? Perhaps this is what people thought of pop music in the past, and one of the 40 works that won the prize at the end of this song-soliciting activity is called "Stay for You".

Moderator: It makes this popular song equally special through the arrangement of teacher Xiong Liang, and the songwriter of this work, teacher Wang Hao. I am very happy to have two teachers here today, and welcome them to our site.

Moderator: Mr. Wang Hao, our song stood out from 635 works and finally entered the top 40. What do you think is the highlight of this song?

Wang Hao: Actually, the highlight should be what the judges and teachers said, so I’ll just talk about my creative feelings about this song. Because this song was specially written for this solicitation activity, I first wrote about our Guangdong, and then I wrote about the spirit and beauty of Guangdong.

Wang Hao: Then, for the construction of Guangdong, many foreigners from all over the country came to Guangdong to struggle, worked hard for this land, and then stayed here to settle down. So I also wrote my own personal experience, and I feel grounded.

Moderator: It’s a relatively real and life-oriented work.

Wang Hao: Right, right, just writing about my own experience.

Compere: Do you have a special fate with Guangdong?

Wang Hao: Yes, I came to Guangdong in 1993 when I was 18 years old. It has been 25 years. I spent most of my time in Guangdong for 25 years and in my hometown for 18 years, so Guangdong is my second hometown, and I spend more time than in my hometown.

Compere: That’s right. Can you share with us the development of your artistic career since you came to Guangdong?

Wang Hao: After I came to Guangdong, I started doing other jobs, such as sales and business. Then I liked playing guitar very much when I was at school. After I arrived, I met some music lovers, all of whom were in bands. Some played drums, bass and keyboard, so I formed a band with them.

Wang Hao: So we can communicate and learn with them slowly, and then we will embark on the road of band performance. I became a monk halfway, and I didn’t study this major.

Moderator: So you mainly play at the beginning of the band?

Wang Hao: At the earliest, I started playing in bands in 1997, that is, I have been performing in bars.

Moderator: Then this experience has laid a certain foundation for your future music creation.

Wang Hao: Right, right, because I have accumulated a lot of music knowledge by accompanying many singers, so I feel a lot of material and inspiration when I want to write songs in the future.

Moderator: That’s right. What do you think is the biggest impact and gain for you personally when you participate in our song-soliciting activities this time?

Wang Hao: I seldom write songs under this theme. It should be said that I usually write love songs and those pop songs.

Wang Hao: This is the first time I tried to write such a song praising Guangdong. I am also very proud and happy, because our Music Association hosted this activity, and I am also a member of the Music Association. When I heard the news, I thought I must attend.

Compere: We must create such a good work.

Wang Hao: Right, right, right. Actually, I had this idea a long time ago, but I never did it. So I can harvest a song that I am satisfied with this time.

Wang Hao: Then another advantage of this activity is that it is very fortunate and very happy to be able to produce this song, find a very good professional singer, and invite Xiong Liang, an excellent music producer in Guangdong Province, to arrange the music.

Moderator: Then, as a younger generation of music creators, what expectations do you have for the future development of our original music in Guangdong?

Wang Hao: What I want to say is that we songwriters rooted in Guangdong can be closer to life, feel life, write more songs that can praise our Guangdong and our new life, be close to the people and make our own contribution to the prosperity and development of original music in Guangdong.

Moderator: It is also a very proud thing.

Wang Hao: Yes.

Moderator: Hello, Mr. Xiong Liang.

Xiong Liang: Hello again.

Compere: It seems that among these 40 works, you have a lot of them. How many works are there?

Xiong Liang: I participated in four songs.

Compere: That means two songs have seen you before. Is this the third song?

Xiong Liang: Yes.

Moderator: There will be another song in the future, right?

Xiong Liang: I should say that I am very grateful to the Provincial Music Association for trusting me, so I am also very happy to assign this task. Of course, I hope that the composers will be satisfied with my arrangement, and I am also very happy.

Moderator: Just now, Mr. Wang said that he was very satisfied with your arrangement.

Xiong Liang: Thank you.

Moderator: So the arrangement method this time is different from the two songs we interviewed before, right?

Xiong Liang: It’s not quite the same, because the last song should be Happy Years, which is a folk song, so relatively speaking, I used the traditional orchestral music and national percussion music, which is a folk song singing method.

Xiong Liang: Then, as soon as I got this song by Teacher Wang, I personally hummed the melody, including making it. I just made it as a love song, because I think that love songs are not only love, but also the love for Guangdong in this song written by Teacher Wang, so I just did it in this way.

Xiong Liang: I just said that because I think pop songs should be more integrated with modern pop elements, I might add some pop elements that young people like relatively.

Xiong Liang: For example, if I add some British rock or Pop styles to it, the pop music network must keep up with this era, and try to blend together as much as possible, so that everyone can feel that this is quite new.

Wang Hao: By the way, what Mr. Xiong Liang said just now was very good, because I thought at the beginning that although it was a theme song, I just wanted to write it as a love song.

Wang Hao: Because we know that love songs have the largest audience. That is to say, if others see this song title, the first thing that comes to mind may not be a song with the main theme, and it may be accepted by more people. So I imagined Guangdong as my own mother, and wrote this emotion in it.

Moderator: Yes, love songs don’t necessarily refer to love, but can be friendship and affection, and love is always the main theme of our music creation, so close to this main theme will lead to the birth of good works.

Wang Hao: Yes.

Moderator: As an outstanding musician representative of the younger generation, Mr. Xiong Liang, what experience do you have to share with you on the road of our original music?

Xiong Liang: Actually, personally, I don’t think there is any shortcut to making music. The first is to make music in a down-to-earth way, and the second is to make music with your own true feelings, because I always think that your work will definitely not be very good, whether it is creation or music, if you don’t love it from your heart or show your true feelings.

Xiong Liang: So this is what I always insist on, making music in a down-to-earth manner.

Moderator: Today, I am very grateful to the two teachers for coming to our program and sharing some stories behind your creation with us. Thank you.

The Ministry of Ecology and Environment notified ten reward cases for reporting violations of ecological environment.

Cctv newsAccording to the website of the Ministry of Ecology and Environment, in April, 2020, the Ministry of Ecology and Environment issued the Guiding Opinions on Implementing the Reward System for Reporting Violations of Ecological Environment, guiding all localities to establish and implement the reward system for reporting violations of ecological environment, and requiring provincial and municipal ecological environment departments to establish and implement the reward system for reporting violations of ecological environment before the end of 2020.

Recently, the Ministry of Ecology and Environment reported the progress and typical cases of reporting and rewarding violations of ecological environment. At present, 30 provincial-level and 313 prefecture-level ecological and environmental departments have formulated and promulgated reward regulations for reporting. In 2020, 13,870 reward cases were implemented nationwide, an increase of 44% year-on-year; The total reward was 7.19 million yuan, up 100% year-on-year. From the geographical distribution of cases, Henan, Anhui, Sichuan, Shandong and Guangdong are in the top. From the total amount of awards, Guangdong, Hebei, Henan, Anhui and Jiangsu are in the top.

The Ministry of Ecology and Environment pointed out that the reward system for reporting has played an important role in encouraging people to participate in the cause of ecological environmental protection, broadening the channels for finding environmental pollution problems, optimizing the law enforcement methods of ecological environment, raising the awareness of enterprises to abide by the law consciously, and promoting the realization of "three pollution control". Through the reward system for reporting, various localities have investigated and dealt with a number of major cases, which has effectively deterred all kinds of environmental violations.

The Ministry of Ecology and Environment said that the reward system for reporting is an important measure to optimize the law enforcement methods of ecological environmental protection and improve the efficiency of law enforcement. All localities should further promote the implementation, make full use of the reward system for reporting, further improve the pertinence and operability of this system, and use it as a bridge between the ecological environment department and the people to further enhance the people’s ecological environment satisfaction and happiness.

At the same time, the Ministry of Ecology and Environment also reported 10 typical cases of implementing the reward system for reporting. The eco-environment departments of Henan, Anhui, Sichuan, Shandong, Guangdong, Hebei and Jiangsu provinces, as well as the eco-environment departments (bureaus) of Tianjin, Jiangsu, Zhejiang, Henan, Guangxi and Gansu provinces (municipalities and autonomous regions), Jinjiang, Quanzhou, Fujian, Rencheng, Jining, Shandong, Dongguan, Guangdong, and Suining, Sichuan, which have achieved remarkable rewards for reporting.

Ten typical cases of implementing the reward system for reporting are:

Case 1: Tianjin Eco-environment Bureau rewarded people for reporting cases of illegal disposal of waste lead-acid batteries.

In July, 2020, people reported by telephone that someone illegally collected and disposed of waste lead-acid batteries at an unnamed collection point in wuqing district, Tianjin, causing environmental pollution. According to the tip-off, Tianjin Comprehensive Administrative Law Enforcement Corps, together with Tianjin Public Security Bureau, wuqing district Ecological Environment Bureau and wuqing district Public Security Bureau, responded quickly and conducted joint on-site inspection at the first time. It was found that there were dozens of tons of waste lead-acid batteries (classified as HW31 hazardous waste) at the site of the collection point. After the operators poured out some acid from the waste lead-acid batteries, they used the workshop sewer pipe to discharge them into the external environment for natural leakage. After sampling and monitoring the wastewater in the underground pipe, the pH value is less than 1, which is strongly acidic, and the total lead concentration is 10.4 mg/L. The public security organ immediately fixed the evidence and took compulsory measures against the relevant responsible persons. Tianjin wuqing district Ecological Environment Bureau investigated and dealt with the collection point according to law, and transferred its suspected environmental pollution crime to the public security organs. At present, the public security organs have arrested 44 suspects and the case is under investigation.

On September 27th, 2020, Tianjin Municipal Bureau of Ecology and Environment gave the whistleblower a reward of 200,000 yuan according to the relevant provisions of the Interim Measures for Reporting Environmental Violations in Tianjin and the Special Action Plan for Comprehensive Investigation and Remediation of Hazardous Wastes in Tianjin.

Case 2: Jiangsu Provincial Department of Ecology and Environment rewarded people for reporting a case of a factory discharging toxic substances.

In February 2019, the masses reported by telephone that the sewage in the electroplating workshop of an unnamed telescope parts factory in Rugao City, Jiangsu Province was directly discharged into the river. According to the clues, law enforcement officers of Rugao Ecological Environment Bureau of Nantong City conducted an on-site inspection of the factory. The inspection found that Tian rented the house of the factory to engage in the surface treatment project of the sight barrel, and discharged the untreated washing wastewater into a pond on the northeast side with a large amount of black water. The sampling and monitoring results showed that the pH value of the wastewater in the pond was 2.92, the chemical oxygen demand was 324mg/L, the total phosphorus was 46.8mg/L, and the total nickel was 1.43 mg/L. On February 25th, Rugao Ecological Environment Bureau of Nantong City took measures to seal up the factory, and transferred it to the public security organs for discharging toxic substances in the form of concealed pipes and pits, which was suspected of polluting the environment. In December 2020, Tian was sentenced to seven months in prison and fined 50,000 yuan for committing environmental pollution.

On May 24, 2019, the Department of Ecology and Environment of Jiangsu Province held a centralized award-winning activity for whistle-blowers of eco-environmental violations in the province. According to the relevant provisions of "Several Provisions on Protecting and Rewarding Whistleblowers of Eco-environmental Violations in Jiangsu Province (Trial)", the whistle-blower was awarded an important contribution award and was awarded 10,000 yuan.

Case 3: Zhejiang Provincial Department of Ecology and Environment rewarded people for reporting cases of illegal dumping of industrial solid waste across the city.

On May 17, 2018, the masses reported to the Zhejiang Environmental Law Enforcement Inspection Corps by telephone, reflecting that a batch of printing and dyeing sludge in Shaoxing City was transported and dumped to Jinhua City through Shaoxing Yuanteng Transportation Co., Ltd., and some license plates and parking addresses were provided. After receiving the report, the corps immediately sent law enforcement officers to Shaoxing to organize an investigation. After investigation, from 2017 to 2018, under the unified coordination of a chamber of commerce in Shaoxing, more than 30 printing and dyeing enterprises in Shaoxing entrusted the printing and dyeing sludge generated in the production process to Yiwu Lvwei Environmental Protection Technology Co., Ltd. and Lanxi Huaying Brick and Tile Factory for incineration, and entrusted a transportation company in Shaoxing for transportation. From November 2017 to June 2018, the environmental protection technology company and the brick and tile factory respectively arranged personnel to look for illegal landfill sites in the jurisdiction of Jinhua City and informed a transportation company. At night, the transportation company successively transported 26,000 tons of solid wastes containing toxic and harmful substances, such as printing and dyeing sludge, to 27 landfill sites in Jinhua City for illegal landfill, causing serious environmental pollution and direct and indirect losses of more than 50 million yuan. In October 2018, the Environmental Protection Bureau of Yuecheng District and Keqiao District of Shaoxing City imposed administrative penalties on seven enterprises involved. On May 9, 2019, the People’s Procuratorate of Yongkang City, Zhejiang Province filed a public prosecution. On November 27, 2020, the People’s Court of Yongkang City, Zhejiang Province investigated 52 individuals and 2 units for criminal responsibility for environmental pollution, and the responsible persons were sentenced to 5 years respectively. Fixed-term imprisonment ranging from one year to six months,At the same time, it was decided to bear 55.419 million yuan of social public interest loss compensation, and apologized in the newspaper.

The Department of Ecology and Environment of Zhejiang Province gave the whistleblower a reward of 70,000 yuan according to the relevant provisions of the Interim Measures for Reporting and Rewarding Environmental Violations of Solid Wastes in Zhejiang Province and the Implementation Rules for Reporting and Rewarding Environmental Violations of Solid Wastes in Zhejiang Province jointly issued by the former Environmental Protection Department and the Provincial Department of Finance.

Case 4: The Department of Ecology and Environment of Henan Province rewards people for reporting industrial wastewater cases.

On August 10, 2020, the masses reported to the Law Enforcement and Supervision Bureau of Ecological Environment of Henan Province that an unnamed zinc plating plant near Mingzhu Island living area in Jiyuan Demonstration Zone had illegally discharged wastewater. After receiving the report, the Law Enforcement Supervision Bureau immediately organized law enforcement officers to carry out investigations. After investigation, it was found that the zinc plating plant did not have any environmental protection procedures, nor did it build any supporting pollution prevention facilities. The zinc plating waste gas was directly discharged, and the cleaning wastewater was directly discharged into the pit on the northwest side of the plant. By sampling and testing the washing wastewater discharged from the pit and the liquid in electroplating bath, it was found that the pH value of the discharged wastewater was 3.56, the total zinc concentration was 175mg/L, and the total chromium concentration was 10.5 mg/L. The total zinc concentration and the total chromium concentration exceeded the standard by 116 times and 9.5 times respectively.

Jiyuan City Ecological Environment Bureau transferred the case to the public security organ for criminal responsibility. At present, the public security organ has criminally detained one person and the case is under investigation.

According to the relevant provisions of the Detailed Rules for the Implementation of Environmental Pollution Reporting Awards in Henan Province, the Department of Ecology and Environment of Henan Province gave the whistleblower a reward of 50,000 yuan.

Case 5: The Department of Ecology and Environment of Guangxi Zhuang Autonomous Region rewarded people for reporting cases of illegal dumping of hazardous wastes.

On January 9th, the Department of Ecology and Environment of the Autonomous Region sent law enforcement officers to the scene to investigate together with Wuzhou Ecological Environment Bureau and tengxian Ecological Environment Bureau. After investigation, the company transported the generated acid-hydrolyzed black mud to a brick factory in tengxian for disposal from May to September, 2017. Due to the closure of the brick factory, a large number of acid-hydrolyzed black mud piles remained in the brick factory. In late December, 2019, the company, Yumou and Huangmou, entrusted Huangmou in heping town to treat the acid-hydrolyzed black mud in the brick factory, knowing that they were not qualified to treat hazardous wastes. From January 5th to 6th, 2020, Hwang transported the acidolysis black mud to Jigongchong Paradise Ridge in Xinliang Village, heping town for dumping and landfill, with a total weight of about 1,280 tons.

On February 17th, 2020, the Bureau of Ecology and Environment of tengxian, Wuzhou City transferred the case to tengxian Public Security Bureau. On December 25th, tengxian People’s Procuratorate prosecuted four suspects involved in the case. Recently, the tengxian People’s Court fined the company 1 million yuan for committing environmental pollution. Four defendants, Guimou, Adong, Ayi and Artest, were sentenced to three years’ imprisonment and fined ranging from 100,000 yuan to 50,000 yuan for committing environmental pollution.

On March 5, 2020, the Department of Ecology and Environment of Guangxi Zhuang Autonomous Region gave the whistleblower a reward of 10,000 yuan according to the relevant provisions of the Measures for Reporting Environmental Violations in Guangxi Zhuang Autonomous Region.

Case 6: Gansu Provincial Department of Ecology and Environment rewarded an environmental public welfare organization for reporting environmental violations.

On September 4th, 2020, an environmental protection public welfare organization reported to the Department of Ecology and Environment of Gansu Province through the Investigation Report of Jiuquan Circular Economy Industrial Park, which reflected the ecological environment, planning and water source protection of the park. Gansu Provincial Department of Ecology and Environment immediately sent a special investigation team to conduct on-site verification. The investigation team will work with Jiuquan Municipal People’s Government, Park Management Committee, planning department, water conservancy department, land department, forestry and grass department and other departments to investigate and verify relevant illegal acts.

After investigation, Yumen Kangbao Mining Co., Ltd. failed to build circulating pool and sedimentation tank according to the requirements of EIA, and the production wastewater was discharged into the tailings pond previously built by the enterprise; In addition, the company also has environmental violations without prior inspection. Yumen Branch of Jiuquan Eco-environment Bureau investigated and dealt with the company’s environmental violations, ordered it to correct the violations according to law, and imposed a fine of 200,000 yuan. Jiuquan Haohai Coal Chemical Co., Ltd. built a 1,000,000-ton/year tamping coke project in Yumen Dongzhen Industrial Park. The ground dust removal station did not start running, and a large amount of yellow flue gas was directly discharged during the coal loading process of No.1 coke oven. Yumen Branch of Jiuquan Ecological Environment Bureau filed an investigation on the environmental illegal behavior of the company’s unorganized flue gas emission, ordered to correct the illegal behavior according to law, and fined 180,000 yuan.

The Department of Ecology and Environment of Gansu Province awarded the organization a reward of 10,000 yuan according to the relevant provisions of the Measures for Reporting and Rewarding Violations of Ecological Environment in Gansu Province (Trial).

Case 7: Jinjiang Ecological Environment Bureau of Quanzhou City, Fujian Province rewarded WeChat for reporting the case that an enterprise discharged wastewater containing heavy metals beyond the standard.

On April 3, 2019, the masses reported to Jinjiang Ecological Environment Bureau of Quanzhou City, Fujian Province through WeChat, reflecting the illegal production of an unknown stainless steel door flower processing point in Qunfeng Road, Neikeng Town, Jinjiang City. After receiving the report information, Quanzhou Jinjiang Ecological Environment Bureau immediately assigned the Neikeng Environmental Protection Squadron in its jurisdiction to verify. After on-site verification, Quanzhou Jinjiang Ecological Environment Bureau set up a task force to conduct on-site investigation with Jinjiang Environmental Monitoring Station and Jinjiang Public Security Bureau Neikeng Police Station.

After investigation, it was found that the processing point was a stainless steel door flower processing point operated by Wen Moumou, and the environmental protection "three simultaneities" acceptance of the construction project was not handled. At the time of on-site inspection, the processing site was producing, cleaning wastewater was being discharged and there was deposition of production wastewater on the ground. Sampling and monitoring showed that the concentrations of hexavalent chromium, total chromium, copper and nickel in the production wastewater discharged from the white PVC pipeline exceeded the standard by 4-50 times respectively. The concentrations of hexavalent chromium, total chromium, copper and nickel in the ground water exceeded the standard by 31-260 times respectively. The concentration of total chromium and hexavalent chromium heavy metal pollutants in the wastewater illegally discharged from this processing point has exceeded the standard by three times, and the concentration of copper-containing heavy metal pollutants has exceeded the standard by ten times, which is suspected of environmental pollution.
